This article presents some issues of legal regulation of the moral and psychological support in Russia until 1917. The origins of legal regulation in the field of public relations are in the ancient monuments. However, as far as the legal regulation of moral and psychological support is concerned the author claims it started developing with the regular army, i.e. after the reforms of Peter I.

The Concept of Ensuring State Defense and Security in the Context of the Contract System Act.
The article is devoted to the concept "ensuring state defense and security" in the context of the Contract System Act. The author underlines the legal uncertainty of this concept. It creates difficulties in the application of legal norms in practice. The analysis of the legislation, legal practice and doctrine allowed the author to draw a conclusion on the impossibility of a formulation of the logically verified legal definition of the concept "ensuring state defense and security". In this regard the author proposes to exclude this term from the Contract System Act.
